In 1885, the parliament declared the two forms official and equal. Aasen originally included these t's in his LandsmÄl norms, but since these are silent in the dialects, it was struck out in the first officially issued specification of Nynorsk of 1901. Usage of Nynorsk in the rest of the country is scarce. They are so close to each other linguistically that they may be regarded as «written dialects», mutually completely intelligible. The 1938 reform in BokmÄl introduced more elements from dialects and Nynorsk, and more importantly, many traditional Dano-Norwegian forms were excluded.

But only a minority of the people passed high school; this minority, however, provided the officials necessary for the civil service at the national and the local level. The main standard used in primary schools is decided by referendum within the local school district. LandsmÄl generally established itself as the most used term, but mostly in official discourse or among those who did not use the language themselves.
