There are realms with very low population numbers, which probably indicates a lack of users from those realms contributing with data. This limitation, which was already present back in Vanilla, prevents many tools that work for modern WoW to work for Classic, including the WoW Armory and tools like. My money's on the later, and if playing it conservatively during the initial release hype will result in fewer dead servers 1 year from now, then they'll have done the right thing.
